HEALTH INSURANCE POLICY
In accordance with the Regulations of granting medical assistance to foreign citizens enrolled in the M.V. Lomonosov Moscow State University, all foreign citizens must obtain a health insurance policy active across all of Russia using their personal funds. The demands of having a health insurance policy is directed at safeguarding the health of foreign citizens and regulating the issue of medical service during their education at Moscow University. |
What is a health insurance policy?
- Complusory health insurance policyIt can be applied for only by the citizen of the Russian Federation and by foreign citizens permanently or temporarily living in the Russian Federation (meaning those having a residence permit or a permit for temporary residence), and also by the foreign citizens who have work activities in the Russian Federation. The health insurance policy gives access to medical services free of charge in the case of an insured event at the expense of the government’s program of medical insurance.
- Voluntary health insurance policy.It can be applied for by all categories of citizens. It allows the citizens to receive medical assistance according to their chosen insurance program in medical organizations affiliated with the insurance company.
IMPORTANT: During the 7 calendar days after crossing the border of the Russian Federation, you must send a copy of the Voluntary health insurance policy or the compulsory one to the email address of the foreign affairs office of your department.
Foreign students who have a Complusory health insurance policy in the Russian Federation are freed from the obligation of obtaining a Voluntary health insurance policy
The foreign students of the M.V. Lomonosov MSU must have either a Complusory health insurance policy or a Voluntary health insurance policy in the duration of their education period at Moscow University.
After the expiration date of a previously obtained Voluntary health insurance policy a foreign student must apply for a new Voluntary health insurance policy within 3 business days.

MEDICAL ASSISSTANCE FOR FOREIGN CITIZENS
Medical assistance may be provided to foreign citizens by Medical scientific educational center of MSU (MNOC MGU/MSEC), as well as other medical organizations.
- 1Free of charge in case of:
- An emergency during acute illnesses or states, worsening of chronical illnesses which pose a threat for the patient’s life – by all medical organizations;
- A need for urgent medical assistance in cases of illnesses, accidents, injuries, poisonings or other states that need urgent medical intervention – by medical organizations of state and municipal healthcare systems;
- 2On a reimbursable basis, at the personal expense of the foreign citizens and in accordance with the deals of granting paid medical services or on the basis of the Voluntary health insurance policy in case of:
- Health issues not presenting a life threat
- Undergoing medical inspections (scheduled, professional, prophylactic, also within sanitary anti-epidemic measures)
- Requiring undergoing laboratory inspections (analyses) within the goal of eliminating the threat of the development and spread of infectious diseases (including laboratory research material for COVID-19 via PCR).
- 3In accordance with the demands of Moscow University, foreign students are to go through medical inspections within sanitary anti-epidemic (prophylactic) measures taken with the aim of eliminating the threat of the development and spread of infectious diseases and mass noninfectious diseases (poisonings) upon discovering a threat of developing and spreading infectious diseases and mass noninfectious diseases (poisonings).
- 4Foreign students are to follow the demands set for foreign citizens in the regulations of the Russian Federation in order to prevent the import and spread of infectious diseases who present a threat to other people.
- 5In case of violations of the demands of the Regulations of Moscow University, the university has the right to use disciplinary measures set in the local regulation acts of MSU.
